Start with a new image in RGB mode. Use black text on white background. Save the selection. |

Apply stylize/emboss with the settings: Angle: -45, Height: 5, Amount: 100 |

Apply the blur/gaussian blur filter with the setting radius 1.6 |

Add a new layer and load the selection that you saved in step 1. Fill it with desired color. |

Now, we want to have some color on the background. Select the background layer, go to image/adjust/color balance and make your adjustments. |
