Start with a new image in RGB mode. Add a new layer and apply the text. Then apply the glass-filter from Eye Candy with the default settings on Strong distortion. |

Add a new layer and use the gradient tool with the chrome settings and fill the selection. |

Apply the distort/ripple filter with amount 100 and medium. |

Now, adjust the opacity on this layer to about 70%.  Flatten the image. |
 Now, go to Image/adjust/brightness/contrast and set it to brightness -10 and contrast to 20. |
