Start with a new image in grayscale mode. Use black background and white text |

Rotate the canvas 90 CCW and apply the stylize/wind filter twice. |

Rotate the canvas 90 CW and apply the stylize/diffuse filter (normal mode) |

Now apply the blur/gaussian blur filter with the setting 1,5. |

Apply the distort/ripple with amount 100. |
 |
Convert the image into image/mode/ indexed color. Then go to image/mode/ color table and chose Black Body. |
